Closing the digital divide in Topeka.

We’re handing out more than 400 laptops and tablets to entrepreneurs, small business owners, students, job seekers, and neighbors across Shawnee County who could use a hand. Every device shows up ready to go, with training, financial tools, and ongoing support waiting at the Capital Readiness Center.

The whole thing is paid for by the ADOPT 2.0 grant from the Kansas Department of Commerce. That means you pay nothing.

A laptop or tablet that’s yours

You get a personal laptop or tablet, set up and ready to go. It’s not a loaner. You keep it.

Digital and money skills training

Workshops twice a month on online safety, getting around the web, budgeting, business planning, and remote work. One on one coaching is there if you want it.

The Capital Readiness Center at 1301 SW Topeka Blvd has 25 desktops anyone can use for free, plus fast internet and someone there to help.

Entrepreneurs and small business owners

You’re trying to run or grow a business, but you don’t have the tech to manage your money, apply for funding, or get things done.

Job seekers and workforce participants

You need a personal device to apply for jobs, finish online training, or work from home.

Students and adult learners

Money is tight at home and you don’t have a personal laptop or tablet for your classes or career.

Community members

You live in an underserved Topeka neighborhood, you don’t own a device, and money is a real barrier to getting online.

Who and where we serve.

The ADOPT 2.0 grant puts Shawnee County residents first, with a special focus on Topeka’s Historic Central Park Community. To qualify, you need to be without the personal tech you need for work, school, or your business, and you should fit at least one of the things below.

Priority goes to folks in Topeka’s Historic Central Park Community and the underserved neighborhoods nearby.

Live just outside the priority area? Apply anyway. We’ll let you know if a device opens up, and the Capital Readiness Center computer lab is free for anyone to use.

  • Money is tight, or something else is keeping you from getting online

The Capital Readiness Center isn’t just where you pick up your device. It’s a permanent spot inside Omni Circle where anyone from the neighborhood can come in, get online, and get help with their business. It stays open long after the grant runs out.

    25 desktops open to the community

    Free to use during open hours. No application needed. Just walk in if you need internet, business software, or a place to work on your finances.

    Workshops and one on one coaching

    Digital skills and money classes twice a month, plus personal coaching on business planning and getting ready for loans.

Program basics

How much does the program cost?
Nothing. Devices, training, and access to the Capital Readiness Center are all paid for by the ADOPT 2.0 grant. No fees, no out of pocket costs, no copays based on what you make.
How many devices is Omni Circle handing out?
Up to 425 in total. More than 400 laptops and tablets go out to people who qualify, and another 25 desktops sit at the Capital Readiness Center for anyone in the community. Spots in each cycle fill up, so apply early.
Do I keep the device, or do I have to return it?
You keep it. These aren’t loaners. Once you’re approved and you’ve picked it up, it’s yours.
What’s on the device when I get it?
Each one shows up ready to go with productivity software, security tools, wifi, a camera, and Cyphr LoanReady, our AI tool that helps you get ready for funding.

Eligibility

Who can apply?
Anyone in Shawnee County who doesn’t have a personal laptop or tablet and fits one of these: an entrepreneur or small business owner, a job seeker or someone in the workforce, a student or adult learner, or a member of an underserved community.
Are some neighborhoods prioritized?
Yes. We put the Historic Central Park Community and other underserved Topeka neighborhoods first. If you live somewhere else in Shawnee County, please still apply.
I live just outside Shawnee County. Can I still apply?
Apply anyway. We can’t promise a device if you’re outside the county, but our computer lab at 1301 SW Topeka Blvd is open to anyone.
Do I need to send in income documents?
Not when you apply. Later on we might ask for something like business registration, proof you’re enrolled in school, or a quick statement of need so we can confirm you qualify before pickup.

Applying and pickup

How long does the application take?
About three minutes. We ask for the basics: contact info, ZIP code, and which group fits you. A few optional questions help us with grant reporting.
When will I hear back?
Usually within five business days. We’ll reach out by email or phone to sort out details and set up a pickup time.
Where do I pick up my device?
In person at Omni Circle, 1301 SW Topeka Blvd, Topeka, KS 66612. You’ll get a quick walkthrough and an invite to the next workshop.

Training and ongoing support

Do I have to come to training to get a device?
You don’t have to, but we really hope you’ll come to at least one digital skills or money readiness workshop. The training is what turns a laptop into a real opportunity.
What does the training cover?
Six areas: basic computer and internet skills, getting online safely, money readiness and getting ready for a loan, entrepreneurship and growing a business, job skills and online career training, plus personal one on one coaching.
Can I use the Capital Readiness Center even if I’m not in the program?
Yes. The 25 desktop community lab at Omni Circle is free for anyone to use during open hours. No application needed.
What happens after the grant period ends?
Devices stay with the people who got them. The Capital Readiness Center keeps going as part of Omni Circle, with regular workshops, mentorship, and community access. It’s paid for by our partners and program fees.
